Introduction and Project overview:

Employer is Onshore Contractor for implementing the project of Combined Cycle Power Plant in Syrdaria region. The project construction will approximately last for 36 months for gas fired Independent Power Plant (IPP).

The project is located approximately 2 km northeast of the city of Shirin in the Syrdaria region in the republic of Uzbekistan, which is a border town close to the Uzbekistan – Tajikistan border.

Employer is responsible for local equipment and materials supply, transportation, civil construction, installation and commissioning.

Responsibilities:

  • Responsible for revising and improving the human resources rules and regulations of the Project;
  • Responsible for the preparation and revision of the Project organizational structure, job description, etc., and adjust them in time according to the progress of the Project;
  • Responsible for formulating recruitment plans and independently carrying out recruitment work according to the progress of the Project and the requirement for talents in all aspects;
  • Responsible for the management of the company's local Chinese and Uzbek employees in Uzbekistan, including attendance, salary accounting and distribution;
  • Responsible for the planning, organization, coordination and management of employee training;
  • Participate in the establishment of the Project performance appraisal system, propose incentive plans and specific implementation methods, and cooperate with the specific implementation of the target assessment;
  • Responsible for the management of Uzbek third-party labor service institutions and the management of labor dispatch employees;
  • Establish harmonious labor relations and handle labor controversies and disputes;
  • Other tasks assigned by leaders of Employer.

Requirements:

  1. Bachelor degree or above, experience on international labor standards, major in human resource management, to ensure implementation of the human resources policies and procedures and the worker grievance mechanism. Minimum of a three (3) year qualification in Human Resource Management;
  2. Minimum of five (5) years' experience working in human resource management for a construction project of similar scale and nature, familiar with international and Uzbekistan human resource management related laws and regulations, familiar with IFC performance standards;
  3. Have good oral and written English expression skills and coordination and communication skills;
  4. Have an advanced level of English, be proficient in reading English contracts and related professional materials, and complete the writing of English official documents and contracts and related documents;
  5. Be honest, decent in style, with good appearance, speech and temperament.
